The Executive branch has gotten so terribly out of control and has abused its power to such extent because congress has not carried out their constitutional duty of impeachment more often in the past! If they impeached Bush, it would be a CLEAR message to the future presidents that they better not trample on the constitution, like Bush did, or there WILL be repercussions.
